Your relative has probably gotten the bogus E-mail that says Mars will be so close to Earth on August 27 that it will appear in the sky as big as the Moon does. Only problem is that Mars will not be near Earth this August 27. It was near Earth on August 27, 2003. And it was not near enough to appear as large as the Moon. Mars never gets that close to Earth.

By the end of August when the two planets are
closest, Mars will rise at nightfall and reach its
highest point in the sky at 12:30a.m. That's pretty
convenient to see something that no human being has
seen in recorded history. So, mark your calendar at
the beginning of August to see Mars grow
progressively brighter and brighter throughout the
month.

No, it's because the moon will be (a little) further than usual (apogee), and Mars will be (a little) brightest.

But it's not at all like there are 2 moons...

THere is only one moon. If you see two at any time, it's either an optical illusion or you need to get your eyes checked.

Maybe they are refering to a blue moon, which is two full moons in one month.

They are referring to the fact that Mars will be really close.
