1- Big Business
2- Ultra Wealthy
3- Lastly the middle class

The middle class should be focused on. The wealthy already have enough attention, and the poor can become part of the middle class if they are reachd out to. If funds were funneled into the education system rather than mostly war and military efforts, all would prosper. Well, ideally... like in an ecosystem, the dramatic increase in education would sort of cause inflation, meaning that the competition to survive would be fierce. There is no right way to go about it and see what happens.

The first priorities of any government (there are 5 of them) can be found in the Preamble to the Constitution of the United States. You can take them in any order. They are equals.

"We the People of the United States, in Order to form a more perfect Union,

1. establish Justice,
2. insure domestic Tranquility,
3. provide for the common defense,
4. promote the general Welfare,
5. and secure the Blessings of Liberty to ourselves and our Posterity,

do ordain and establish this Constitution for the United States of America."

our government should focus on doing for the people as a group of equals, what each individual cannot or may not be expected or required to do as an individual. I.E. education, infrastructure, national defense, health care, old age security. etc. it should not prefer any one group or class.
creating and maintaining a fair system of justice that works to lessen crime, not increase it.

Caring for the poor, instead of building weapons, because showing concern for the weak among us would be the only justification for having governments in the first place.

To secure the democracy, by making the middle class bigger by higher education level to every one. The middle class is the most important class to secure the democracy.

They should work for the military industrial complex and industry because that is where their money comes from.. people... they are just dim wits... CNN ,fox news and a war are enough to keep them sublimated and glued to the monkey.
