If your question was...the largest worldwide financial institution, I guess that would be Citigroup.

That would encompass different financial operations and not just banking.

Otherwise, the World Bank, as an institution, should qualify since it's purpose is to find weak spots and bolster them, like they did with the former U.S.S.R. and Argentina (recently).
