Jeffery S suggested replacing the ball valve in the toilet which is a good idea but that may not be the problem.
Turn off the water valve coming out of the wall or floor and disconnect the water line from the toilet. Put the end of the water line in a bucket and turn the water back on. If the flow is very slow then it could be a problem with the valve at the wall or floor.
If the flow is good then the problem is in the toilet.
Some times when the wall valve is soldered in place, the installer will use too much solder and partially plug the valve.
Some times the valve will stop turning and feels like it is open all the way but is not.
Turn off your main water supply, relieve the pressure at a sink, remove the water line from the valve and using a flash light look into the valve to see if it is clear and open. If not, replace it.

You need to replace your ballcock valve. This is the tall piece inside your tank that has the float coming off one end (most typically). This is an easy fix, you need to get your new valve, turn off the supply water, drain the tank down through the flapper valve (hold the flush lever down until water stops coming out of the tank), use a rag to sop out the rest of the water in the tank, disconnect the supply line, loosen the nut on the ballcock, and reverse to install the new one.

Take off the top where the water is held, flush, notice if the little part at the bottom is coming wide open to let the water out, then once the water is out notice if it closes all the way. I had the same probem and all i had to do was bend the metal bar with the ball shapped thing on it, but just a little. Hope it helps

clean your tank maybe some thing is clocking the water flow from that little jet thingy. You know usually it's a little white plastic thing the water come out of. If you want a faster flush fill a bucket with water and pour it in the toliet bowl (the part that you did your business in) and it will flush all by it's self... of course the back tank thing will still take forever making that water noise unitl it's full.

1st of all, fill a coke bottle up w./ water and close it or put a brick in the back of the tank to take up room. THis will make it use less water to fill the tank and it will still be enough to flush. This will make it fill faster and use less water and save you money. Then make sure the turn-ey thingy is turned all the way on. It is the thingy behind your potty that is turnable.

How is the water pressure in the rest of the house? Could there be a leaky pipe around the toilet under the house? Has there been any water line repairs near your house? Could have let trash in your line and clogged you up. If you have tried everything just break down and buy a new commode. Probably be cheaper than hiring a plumber. m

check the floater valve (usually a ball on stick, sometimes a fat ring around the filling stem) it's probly stuck in the up (valve closed) posisition. wiggle it a bit and work it back down again. also try spraying a bit of WD-40 on the hinge joint. hope that helps.
