15 minute rule.

Tell yourself you have 15 minutes to study.
Sit down, crack the book, look at the clock and go.
Don't arrange pencils, highliters, beer, snack food...just do it.

If you keep looking at the clock...finish the 15 minutes and take a mind break.

Most of the time, students can focus right in on the work at hand and give a good effort. When you realize you've exceeded the 15 minutes set...find a stopping point and work to the end. Then reward yourself with that beer or the highliter routine...

It's a trick to get you into the flow...usually works well

Deadlines motivate me a lot. When it comes to studing for tests and such I just re-read my notes for the class that night after class. At the end of a unit I condense my notes. I usually make flash cards of important stuff as we go along and I carry the flash cards on a ring with me so I can look at them when I'm at the doctor's office, waiting in line somewhere, etc. The only thing that gets me motivated to write papers is that I am running out of time and need at least an hour to write it so that morning right before class starts is a little too late.

I procrastinate to the last minute so then the pressure of getting it done motivates me. I can never do homework or studying until the night before.

It does help to have a study partner though. Mine was very motivated and forced me to study even when I didn't want to.
