Everyone grows hair. The facial hair that gets heavier and which we call a beard is the result of testosterone, the male hormone. Both sexes have both hormones, it is just that men have more of one and women have more of the other, called estrogen. So, women get their body shape, and men get theirs, include a good dose of hair.
I guess it is fair in the greater scheme of things!

it all starts with evolution of pre-historic cave men and their hunting...the men tended to hunt and endure harsh weather, dirt, dust while hunting or outside of the home and women have always stayed indoors, protected from the climate.....therefore men have facial or leg or arm hair and lots of it because it protects us from harsh weather or foreign particles
