I would have to go with Pac Man though I am not 100% in agreement with myself on this answer because Pong brings something quite impressive to the table.
PacMan is more of a simple action game. It is plain, nothing overwhelming or complicated yet it has the simple thrill of eluding the ghosts.
Pong on the other hand is just SIMPLE. It is easy to play, anyone of any age can grasp the fact that you have to move the paddle and hit the ball. Not much to it, right? Perfect for everyone.
