not sure but check your tank temperature to see if it is in the fishes living range. The water coming out of the filter might be cooler than the water in the rest of the tank. Also how is your air stone and pump. if the water is short of oxygen and the filter is active it might be putting enough air into the water to attract the fish to it, just trying to breath. If your fish swims around at the top of the water a lot and gulps air you likely need to put in another air stone or pump. good luck.

Maybe you have showed it "Finding Nemo" one to many times, but realistically it is probably a current swimmer. Try getting one of the filter pumps that is slotted so he can't get in.

Maybe it's not jumping into the filter, maybe the water flow is stronger than your fish? That would mean he keeps getting pushed in.
