Tar is made of the residual products of petroleum refining.
Natural tar (at the La Brea tar pits for example) is made up of Crude oil that has leaked close to the earths surface, been exposed to fresh rain water and biodegraded.

Tar (bitumen) - it's any kind of oily, carbonaceous semi-liquid or semi-solid material. It will have a huge variety of long-chain C-H molecules in it (waxes, asphaltenes, etc), along with all sorts of nasty impurities like sulphur, heavy metals, etc.
You can get it from oil (either naturally, by biodegradation of oil), or as an end product in the refining process.
You can make it by heating (not burning) certain types of bituminous coals, by heating the coals, driving off the gas, leaving a tarry residue. This is horrid stuff, containing amongst other things, toxic cyanides and phenols.
Heavy smokers will end up with something similarly nasty and carcinogenic lining their lungs.

I think tar is the lowest of grade of petroleum after it is refined. In other words it's what's left over in the refining process.
