It wasn't, but it was wobbling. Since there is no air/wind on moon, the flag was made to remain open by putting springs or some support on its sides.

the momentum created due to the astronauts is transferred to the flag and the design of the flag was so designed to hold the flag hung a rod was inserted in the top of flag.
the momentum in the air is lost due to many physical factors but in space (vacuum) the momentum has no medium to disperse itself so the flag floats or waves for few time

The flag waved because the astronaut shook it. he thought it would be more patriotic and emotional than a stationary flag. That is it, no consipiracies.

That flag wasn't actually "waving..."- It was hanging (like from an inverted "L"). It was just ment to look like it was- for the sake of the picture. Probably still is too- unless it's since been replaced by one put up by passing Alien tourists from the Xeroid galaxy. You'd think they'd have the decency to bring along their OWN flag pole- for crying out loud! :)

There is no wind on the moon, so a substance was put into the flag material to stiffen it and therefore stretch the flag out.

The moon landing was a Hoax, filmed on Death Valley with special props. Have you seen Gravity with Sandra Bullock...I rest my case. We are programed to believe everything is in the Media, It is working since 1898 when the Spanish American War started.
The News blame the Spaniard from blowing the Maine in Havana Cuba bay. It was a sad fluke from one of the Boiler's men and the rest is History. and like this many, many other Lies, that we believe.
Sad experimentations with Blacks in Mississippi , injecting them with tainted Syphilis Bacteria to study the effects of the disease. That is Sick.

Maybe it was floating because of the lack of gravity on the moon.

it was floating, not waving. but in space there are winds...just less gravity
