Legality and religion are two things that really, really shouldn't be mixed. Neither make a lot of sense, both have the potential for really horrific consequences to bad precedent and a combination of the two would probably make the result totally unworkable, and make everyone both miserable and useless.
Given the number of editions the book has gone through, and the political pressures to make things more convenient for the Church or the nations involved, I wouldn't pay too much attention to the specific word used unless you're looking at the original or a copy thereof, and can prove that this is the case.
If the terrorists in the context of your question aren't christian, they aren't bound by christian rules, so breaking a christian commandment isn't really a meaningful event. Likewise, soldiers that are acting legally under the direction of their nation, and believe that they are also acting in accordance with their religious beliefs, whatever those might be, are probably still damned or whatever by the other side.
I probably haven't answered your question. I'm probably not going to. If there is any truth to any religion, then things will probably work themselves out in the end. Being hung up on whether it's 'killing' or 'murder,' whether that applies only to humans, etc, etc is probably a mistake. Better to live the way you think is right, and see what happens.

In a sense that you argue, all killings can be justified. We have to count the mental situation of the person who commit a murder. So for the sake of security of the society we have to treat a murder as a murder and it is a murder that is the violation of 6th commandment (if you want to take it that way).
If a religion says they believe that killing others is a sacrifice to their Lord - then whom you will blame for it? So the word 'legal' is added by the present world to do what they want.

As far as I know one of the ten commandments says
You will not kill. Full stop. It therefore means you are not allowed to kill anyone enemy or friend.When someone talks about a legal killing don;t they then take the role of our creator?
Killing and Murder are the same because if someone was murdered then they were killed,or the other way around.

I didn't realize the 10 commandments have been changed to be politically correct.
This is a perfect example why I am agnostic. Religion always has and always will serve humans with their agendas. It has nothing to do with the true meaning of God. Since when has it become acceptable in God's eyes that some killings are OK and others aren't, to fit a war's agenda?
