Why do we say or at least it seems with all the different medias (entertainment, news, ect) that’s its ok for a 16 year old to wear a bikini that’s barely covers her nipples but yet! A 25 year old can’t take her top off and show her breasts? Doesn’t the 25 year old have more rites to look sexy and in those knows how to deal with things rather than a barely clothed 16 year old?

Personally I don't agree. the whole point is to not be nude in public, it dosn't matter the age. A 25 dosn't need to take her top of to look or feel sexy and if she does well that pathetic. Plus there is no "right" to look sexy. "sexy and in those knows how to deal with things rather than a barely clothed 16 year old?" your question dosn't even make sense

I think the 25 year old should be allowed to take her top off but not on the basis of a right to look sexy. If men can take their tops off women should be allowed to also, it doesn't mean they have to, but the can if they choose. To those who want to argue that women's breasts look a lot differet then a man's chest i say what about obese men with man breasts.

Techinically it is illegal to be nude in public, not because of the rights of the person baring their body, but because of the rights of the public not to have to view nudity if they do not want to. And, just as technically, it is legal for a woman, of any age, to wear clothing that does indeed cover those sensitive areas. That is the law. If a person wants to view nudity of an over age person, and they themselves are of age to view that nudity, they can seek out the proper medium to do that or go to a nude beach. (I know of none in Canada, however). In addition, if a person chooses to be nude in the privacy of their own home (or to make legal pornography) they are free to do that, as well.
Now personally, I agree that all women, regardless of age, should be more modest in the clothing that they wear but it is a really difficult thing to police. In addition it is hard to change or create new laws to govern this as the term "too provacative" is too subjective.
You are right that current media sources seem to "encourage" this sexual freedoms and, sadly, we will have to do everything we can to encourage our own children to make the right choices and we ourselves, need to be careful not to encourage the media by buying their magazines or watching their programs that encourage the same. If there is no tolerance or market for it, they won't sell it. Sadly there are not enough of us who feel the same way.

This has nothing to do with sexuality but with "manners" and showing "good taste" out in public.

Males and females at or near puberty (although usually around age 6-7+). . .and older. . .are expected to wear attire that covers fully their private areas. . .when they are out in public. . .especially in pool and beach areas that are not licensed to permit partial to full nudity.

25 year old females versus 16 year old girls. . .this is not relevant to the question. . .for many observers may point out that some 16 year olds have more to show than 25 year olds!

Exactly! Moreover, a naked body is simply a naked body and not something to be ashamed of. If anything, a skimpy bikini is more sexually provocative, because it illicites use of imagination.
And as you say an older woman is more mature and better mentally equipped to deal with any attention she gets.

I think a first impression lasts a lifetime regardless of age...so if you are going to dress "skimpy" at 16 or "let it all hang out" at 25..then you get what you deserve...LABELED...Why not leave something to the imagination....you can be sexy without being skanky.

i guess it depends where the 25 year old is taking her top off and showing off her breast.

It's actually allowed up here in Canada (going topless for both men/women)...but in the winter that's something you don't wanna do, lol!
*Superbigshow...have you never heard of Wreck Beach (nude beach here in Vancouver?)
