No they are not required to do so, but out of respect for the person who has passed, most private business' and persons will fly their flags at half mast.

For your information, make sure you fly the state flag at the correct time and ensure that you put it back to normal position after that. You can be prosecuted if you do it wrongly, that also apply to our coming National Day.
