study exactly how albums in your specific category have made it to the top.
This is the best thing about goals that are time tested. People have done them before, and there is concrete, scientific evidence available on how it can be done.
Research, research, test, test, analyze results, rinse, and repeat.
Albums have as much to do with musical talent as marketing, and business.

Seriously though, marketing is the best way. Getting radio play, distributing your music everywhere, concerts, internet advertising, etc. etc. I've seen okay groups make it big and really awesome groups go nowhere depending upon the type of marketing they do.
