They are called "Montgomery's tubercles" and they are the sebaceous glands on the areolae of the breast that lubricate the breast during breast-feeding.
When a woman is not pregnant, they are not active.
Some men have them, just because we are human, and never become active.

I believe that those are glands, somewhat like the "sebaceous" glands that are all over your skin. Their purpose would be to slowly produce quantities of oil to keep the skin supple... and I'd hate to get intimate with a woman that didn't have them!
It's also possible that they are hair folicles, for producing gross hair that the women have to pluck out before a big date.
Or they might just be part of the areola border. Nipples have a lot of similarities with moles, and moles often have a sort of bumpy border with the rest of the skin, probably for strange reasons about how skin grows.

The little bumps around the areola are just enlarged hair follicles. After puberty, most people start to grow long hairs out of these follicles that seems out of place. These follicles are inactive most of the time though.
By the way, men have these too.

the bump are where when you have kids the milk will come out i cant remember the term for them but that is what they are for every female wonders it so now you know

There just bumps, they help guide a baby to the breast for feeding...they also help the baby "Latch on."
