I hate to say it, but Mexico. Maybe there are more corrupt, but Mexico looks corrupt from top to bottom, from the cop on the street to the very top. Whatever you want to get done, someone gets a cut. And I hate to say that because I like Mexico and Mexicans, but thats how it looks to me.

Equitorial Guinea has to be a contender. It has a huge GDP but is hopelessly impoverished. It's ruler, Teodoro Obiang Mbasogo, has skimmed billions of the nations oil profits for himself and his family.

There are a lot of them, especially ex Russian satellite states. In most places you have to bribe them do get anything done! UPS also has to bribe them to do business there, but as far as actual money, we are!
