Diamonds are mined in Africa. So are tanzinite, emerald Ruby's, Botswana agate and other gem stones. Shir Lanka, mine sapphires and more. The Opals are mined in Mexico to Australia, to the US. The mines are too vast and numerous to make a complete listing.
I have purchased stones directly from the source and the cost is a fraction in comparison to buying from a local jeweler. There is about a 400% markup, by the time you purchase a piece of jewelry from a chain store jeweler.

Typically jewelers will get their diamonds from the annual sale that De Beers will do. Diamonds are sold only once a year and from there the jeweler's will buy their whole inventory of diamonds at that time. For other precious stones, such as emeralds, sapphires, rubies; the jeweler can either get them synthetically made or they can buy genuine stones from other vendors.

Gems are found in underground mines. They are made off hardened Carbon. You find them in many countries - Sri Lanka is very famous for natural Gems.

the de beers company has a monopoly on the diamond trade. legitimate dealers purchase diamonds rough and uncut directly from de beers as the previous post stated. this long standing monopoly has created a black market for uncut stones in areas such as sierra leone and sri lanka. for about 20 u.s. dollars you can purchase a diamond worth several thousand dollars on the streets of sierra Leone.
