Because the fans keep coming to the games no matter how bad the Cubs are. There is no need for management to go to all the trouble and expense needed to assemble a contending club if they can make the same gate revenue by putting a crappy team on the field. How else could you explain the Cubs not trying to add more starting pitching depth knowing Kerry Wood's and Mark Prior's frequent injury history?

It's one of those amazing mythical things that makes baseball trascend all other sports folklore. After the 1945 pennant that Chicago won, they refused to allow somone with a billy goat into Wrigley Field on Opening Day 1946 and he put a curse on them. This curse supposedly so far has held. Given the curse of the Bambino that was lifted from the Red Sox after 86 years, supposedly, the Billy Goat Curse might fade out for the Cubs by 2031.

I refer you to the 10k for the Tribune Co. (if they're public, their business strategy for the Cubs may be found there, if there is a business strategy, my thoughts on that below).
If not, here's your answer: Some teams are tax write-offs for their owners. Some teams make a ton of money...for their owners. And then, there are the Yankees, who spend all known forms of currency and assets to field the most competitive team in baseball, without regard to profitability (usually) or long-term cost.
The Cubs are, unfortunately for this admirer of the Bears in Blue, a sideshow. The beer's cold, the lady fans are scantily clad in the summer, Dusty's living up to his name and kickin' up dirt when he's got the emotion and energy to leave that nice dugout seat, and hey, there's always the DL watch to see if Kerry Wood can make it to June uninjured (Insert LOUD BUZZER SOUND here).
If you want the Cubs to be good, beg the Tribune co. to sell to Cuban or some other INVOLVED franchise owner. The Tribune Co. does newspapers (not all that well), not baseball. That's why the Cubs are who the Cubs are.

In a word his name is Hendry. A GM that doesn't understand the value of OBP. He also has a manager in Dusty that doesn't understand how to manage a pitching staff. There is no curse & it's not the fault of the Tribune company, they spend almost 100 million on this team year after year. Get a quality GM & Manager period.

I never believed it before, but I'm starting to give credibility to the 'curse of the billy goat'. They should just find a goat and let it play 2nd base for one season. It couldn't be much worse then most of the players they've had at this position over the years.
