There is no military draft, either ongoing or planned, for anyone, citizen or not. Some liberals are advocating a draft, but only because they believe it will cause more people to oppose the war in Iraq.
The military is meeting it's recruiting goals, (see references below,) and as long as Republicans are in the majority in at least of Congress and/or there is a Republican President, there will be no draft.

Jay S is not exactly right.
First, we are not meeting our recruitment goals. We've way below the quotas. Why do you think we've been calling up the National Guard? Second, it's not just so-called Liberals who think re-enacting the draft is a good idea. Some Republicans in both houses have openly said they would favor it.
As to your question, when we had the draft (in which I was drafted and spent two tours in Viet Nam) it was a draft lottery based on information provided to the National Draft Board. If you had a current deferment (college or too many children, etc.) you were not included in the lottery. Potential lottery draftees were selected from the remaining eligible men of nineteen years old.
You didn't have to be a US citizen to get drafted but you needed to have a social security number.
This was why some illegals ended up being called up for the draft. The problem was to get out of serving you had to show you were an illegal and in doing so you were detained and deported. Some said nothing and served in the Army.

The answer is no as there are no plans to introduce a draft.
In 1980, Congress re-instated the requirement that young men register with the Selective Service System. Currently, male U.S. citizens and many male aliens living in the U.S., if age 18 through 25, are required to register with the Selective Service System, which describes its mission as "preparing to manage a draft if and when Congress and the President so direct."
No one has been prosecuted for failure to comply with draft registration since 1986, in part because prosecutions of draft resisters proved counter-productive for the government, and in part because of the difficulty of proving that noncompliance with the law was "knowing and willful". Many people don't register at all, register late, or change addresses without notifying the Selective Service System.

No one is being drafted right now. But when the draft was in effect, non citizen residents were drafted.

Uhhh.... the draft is no longer in use, and if it were, the only eligible people would be US citizens.
