Ip (Internet protocol address) is the identity of the computer and at no given point of time no 2 IP addresses in the world would be the same. That excludes private IP's like 10.0.... and 192.5.2....
Ip address is given by your Internet servive provider. SO even if you wipe your harddrive no effect on the Ip.Its your ISP to decide what IP should be given to you. If you have Dia up connection then you get a dynamic IP that changes every time you log in and Static IP is given to Broadband connections. Hope this answers your question.

Nope. Your ISP assigns you your Global (Internet) IP address, and it doesn't care even what operating system you're using. Your private (local) IP address is under your control, within certain ranges, but I don't think that's what you're after. In short, if you're trying to avoid a ban or two, wiping your hard drive isn't worth the effort. Hope that helps.

No, your IP address is assigned by your internet provider, not your computer hardware.
And your second question: if you meant every account like "Family," "Person A," "Person B" that all use the same computer, then yes, the IP addy is the same.

If you are running a home network and have manually assigned IP's, they will be wiped out and have to be reconfigured. If you are using standard, default configuration, reinstalling windows will have no effect on IP's.
All computers have unique IP addresses within the network on which they operate.

You computer is identifies by you NIC's*** MAC* not the IP address. Unless you have a static IP address** you IP address is subject to change each time you start your computer.
