To learn the basics, tricks and tactics of the trade, what I could foresee the shortest possible practical short-cuts; work under a good florist for some time. Work overtime to understand each and every aspect, read relevant guide books simultaneously - have all your questions / doubts clarified with practical hands on actual work.
This may sound cumbersome but if you really wish to learn practical aspects (and you don't know them) a kind of training and working knowledge would help you immensely to organise and manage your prospective venture.

First you should get a business license if necessary, depending on where you live. Next, visit flower farms and talk to the growers about your interest in opening up a shop. They should give you some pointers, not about how to run your business but more about taking care of their flowers. You should from there shop around and find the best quality flowers that will differentiate you from your competitors. Then negotiate a contract with your supplier. They will give you pointers as to what flowers sell the best. Make sure to ask what other buyers are purchasing. Visit other florists and take into consideration what arrangements as well as what flowers are offered and for what price. From there, you should have all the fundamentals of opening shop. Sometimes, local government will have departments specializing in helping out small businesses.

You need to write a business plan. There are many software packages on the market that can help you with this. You will probably be much more prepared and more successful if you have a plan. It sounds boring and tedious and I think human nature is to just jump in and get going - but if you make a good plan you will not regret it.
You need to do some research and think it through - mark ups, profit margin, location, advertising, suppliers, competition etc.

the paper work is quite tough....but be prepared..i think u shud specfiy ur location.. as the florist bi is griwng day by day.. as per demand... as many flowers are usually come from other countries..and there are retail market at various locations within india.. and new ideas and new arrangemnet of flowers.. is very esential ...u nned to learn them as u can visit many sites....search google or yahoo for this.. as u ill the know shell life of flowers.. and temeperatures nneded to maintain them ...and patterns ..which can be made so that can soothe someone eyes..
as i can't tell u about varities.. as i am not botany professor..but u can visit many shops.. and confirm..and visit many websites..
