You first have to host the picture somewhere, then you'll have tags to enter in your coding.
Good place to host images is http://www.myspacephoto.com
It'll also create the tags for you to put in your coding when you create your page.

if you mean yahoo when u sign in your currrent piucture appears clcik on it and it has options if u want to put ur own personal pic make sure u have ur pick upload already on ur comupter
