Depends on what type of action movie it is. Something like Mission Impossible III is aimed at an older audience, and more towards the male population (with the extensive action sequences, etc.). Same thing with the Matrix trilogy.
Generally, action films are geared towards the young male adolescent age group, because, well, guys tend to like action movies more than their femal counterparts. Just like Romance films are geared towards women because they react to romance better than men do.

From a marketing perspective most action movies are targeted at males age 18-34, that is the sweet spot.

I think Nic, answered the question very well. He hit it on the nose.
There are two major action type movies, one for adult males, and another for preteen and teenage boys. They are the ones, who if they find a good, at least to them, action movie, they go back to see it, time after time.
That's where the producers make their money, on repeat business.
