i would say plentyoffish.com -- it's 100% free no paying you can email back and forth to people on the site or in the forums.. They are huge also something like 20,000 people online almost all the time

There is also okcupid.com. It's free, global, and has plenty of members. Or, you could use myspace and try your luck. There's a warning with that, though, because many find myspace dating a bit desperate.
