Depends on the size and layout of the apartment complex. In my mother's large complex, where each building is three stories, the paperboy drops the paper right at the front door of the bottom subscribers, and then for the upper floor subscribers he leaves them at the base of the stairs (first floor). But there's no standard, and an energetic paper boy may decide to go the extra steps and go up stairs.
