is there anyway we can speed up a criminal sanction in the European Union or International Courts and get Bush, Cheney, and Rove to face war crimes and mass genocide charges in a world court while BushCo is still in office ? Or do we have to wait until his term is over with or until he is impeached before we move ahead with such action ?

The US is not a party to the world court so there is no jurisdiction. Oh yeah it is called spell check, look into it.
