Closed Circuit means just that. The signal from the cameras run through a set of wires to the display. So the circuit is closed meaning that it isn't connected to any outside data circuits. The signals are not broad cast and it is for eyes only.

the signal travels along a circuit, wire, and is more or less "closed"

originally, TV was almost exclusively thought of as a broadcast (over the airways picked up by antenae) media

then people began to find applications for "closed circuit", not broadcast, just down the wire TV

security cameras were an early closed circuit TV application and are, of course, very popular today

It is not broadcast on commercial frequencies. Like a surveillance system. It goes from the camera into a viewing or recording system. Peace.
