Two examples of the kind of website I'm referring to are (1) http://www.allclicks.com and (2) http://www.nextag.com . There are many others.

portals/webportals (although those two examples are mostly just ads, not organized by a person)

First off, NexTag, is a popular site. It's an online shopping site. The main page is just categories of products. The one like allclicks.com is just an "empty site". Companies by mass domains so they can resell them to customers. Until those sites are sold, they post these ad and link filled sites to generate revenue.
