Get a big hammer and beat the living crap out of that monkey! 3 pounds or more of swinging metal should do it. It will come off, just put one lugnut on it a few turns to keep it from flying out at everyone else. Don't beat on the wheel, just the tire, and remember to keep this rhythm, beat-beat, turn the wheel, beat-beat, turn the wheel.

Spray a rust release product on any open area of the wheel and hub on a daily basis for one to 2 weeks and using a heavy soft faced hammer strike the wheel while the vehicle is safely supported off the wheel. I had a 67 Plymouth and a 80 dodge where this worked well without damaging the hub or the tires. Make sure the lug nuts are also saturated well.

they need to be freed up by taking the tire off and breaking the rust free with a hammer un till the hubs move frelly a little all purpose luberkent will help too once they are freed up i would reamend replacing them
