I have a brother-in-law who earned a master's degree, but I wouldn't trust him to match a pair of socks. One time my husband was cutting down a tree in his mother's front yard. Ed went to get some rope to finish pulling the tree down to get it to land where he wanted it. When he came back outside, Jim was kneeling in front of the tree, counting the rings to see how old it was! He was at least 40 at the time.

No. Barbara Tuchman, the noted historian, wrote a landmark book titled "The March of Folly" documenting the many stupid things done by heads of state and others throughout history whose high levels of ability often seemed otherwise unarguable. "Low intelligence" insofar as intelligence can be measured is lack of mental capacity. "Idiocy", now usually used as a synonym for folly (doing things you should know better than to do) is based on misuse or non-use of "the brains God gave you."

Not necessarily...
intelligent people can sometimes be idiotic in what they say or do...
but stupid people are usually always idiotic regardless of what they say or do.
