Go to the dollar general or to CVS or something and buy covergirl pressed powder in a shade that matches your skin. It's good stuff. I like it better than clinique.
For mascara, I would buy maybeline curling mascara. It's around 4 bucks.
Avon has a wonderful collection of makeup for little money. Avon has a great liquid eyeliner that sometimes goes on sale for as little as 2-3 dollars!
Revlon lipstick is about the best you can buy at the drugstore. It's about 6 bucks and you can always find a sale. Get some liquid lipgloss that tastes fruity too. Bonny bell is really good and cheap.
Don't buy "Wet and Wild". Their lipstick will tear your lips up and the pencils are very hard and you'll probably toss them.
Any blush will do but finding the right color might take some doing.
A good secret is to go to the mall and get the makeup artists to make you up with what they think looks good and then you'll have an idea of what colors to look for when you go to the discount or drugstore.
Have fun and try all kinds of colors.

There is a brand called Wet & Wild that is pretty inexpensive. You need to be careful about the foundations and powders you use though or you could break out.
The main things to have are: Powder, Mascara and lip gloss. Then you can add eyeliner, eyeshadow, lipstick and foundation later.
If you can afford it, I would go with Maybelline. They have a decent line of products and Great Lash is about the best Mascara for the money.
If you have sensitive skin, or you break out easily, have allergies, etc. Definitely go with Almay, it is a little more expensive, but will save you money by not making you break out.

Hey Girl! I have been there and tried it all. Here is my opinion!
You can buy this at Wal-Mart, Walgreen, CVS, K-Mart, or Target. OK, Here is what use and it works for me!!!
If you have a good complexion a good base is Cover Girl, if you are like me and need a little more, I love MAX FACTOR panstick. Great coverage for a low price. For an eyeliner, Love my Eyes or Wet n Wild are great. To make your eyes look bigger try a white eyeliner made by Love my Eyes. For a powder I use a loose powder by Coty Airspun Face Powder. It's nice and light with great staying power! For a mascara I buy Revlon Fabulash! I love it, but Cover Girl Volume Booster is nice to. If you need a moisturizer I like Oil of Olay regenerist, it is for all ages and skin types. Any lipstick by Wet and Wild or Cover Girl is nice and Love my Lips makes a great lip liner. There are a million colors and they go on smooth. At Christmas time Wal-Mart has lots of brush sets and the brushes are affordable and last FOREVER! Good Luck Girl! Be Beautiful!!

Maybelline is a good brand and is not real expensive. Their Great Lash mascara is really good. Just remember all makeup is more expensive at drug stores. You will save a ton of money if you shop at a place like Wal Mart or a closeout store like Big Lots. You should also clip coupons out of the Sunday paper. That will really save you some money.

I like J.A.N.E. cosmetics, they are cheaper and even besides the price I prefer them over most brands anyhow. They sell it in CVS and WAL*Mart.
Another cheap brand is Wet&Wild, I like their nail polish and eyeliners.
You can sometimes get namebrand stuff at the dollar store, I got a maybelline multipack of eyeshadows at the dollar store! Just shop around !

Revlon ColorStay eyeliner is the best. Also get some cheap flesh-colored eyeshadow (I use L'oreal) and some q-tips, and swipe a line of the eyeshadow underneath your bottom lid line in order to set it.

lip gloss. just go for a basic light colouered chapstick.. like a Bonnebell one thats a sheer pink

Maybelline Great Lash mascara is often on "must have" lists. I use it and really like it. It is not expensive.
