ACK never ever use a net based WYSIWYG editor. EVER, get dreamweaver it is very easy to use and edit web pages that or netobjects fusion. there are several websites as well that can help teach you web design like www.htmlgoodies.com and www.flashkit.com....

First you have to know the basics
1. First build a local server. You can try apache
2. Then know your programming language. Of course HTML is a basic. If you need server side scripting try PHP its nice
3. Then get an IDE or notepad if you want where you will design and code your web pages

If you don't have ideas even with HTML, PHP then try looking for online tutorials. Me I go to "webmonkey" (just search for it).
