Because I've done hiring, I'm going to make some assumptions here. I don't have your resume in front of me, so please excuse me if I am jumping to the wrong conclusions here. But here are some common reasons why resumes get bypassed.
1) Take a look at your objective statement on the resume. A lot of online resumes search through thousands of resumes based on keywords. If you have a generic objective that does not list the type of work you are seeking, it can be easily bypassed.
2) Have you had someone look at your resume? For instance, take a look at your information for each job. Do you list what you have accomplished at the position, how you helped that company? A generic laundry list of duties does not show what you can do for a company.
3) Too many people treat a resume as one size fits all for every employer. When you apply for a position, take a look at your resume. Is your resume a close match to what they are looking for. If not, can you revise it to more closely resemble what they are looking for. Don't falsify, but do you have qualifications that are not emphasized on the resume that would be closer to their needs.
4) Take a good look at the cover letter, does it grab their attention?
5) Do an online search for information on creating a stronger resume. There are TONS of informaiton. It may be time to rethink what is on there.
6) Don't forget to network with people. Be willing to take a job that may not be as close to what you are looking for and keep a positive "can do" attitude when you talk with people.
7) Have you checked into Toastmasters? I would wonder if your public speaking skills could be developed and it's a fun way to network with people.
I know how tough this can be; I live in Michigan with an 8% unemployment rate in my area, and there are often 200 resumes competing for just one position.

If you are going to deal with difficult customers on line, you may want to use spell check and better grammar. If you are going for a position that requires face to face meetings with customers, you should meet with the employer face to face. Employment is way down right now and I know it is difficult. Do not give up. Learn something new every day and apply everywhere you can. Good Luck!
