It's not the same one that is on now...but was back in the 80's. It followed two guys whose job it was to tell people they had won the lottery...I think it had the blonde guy from Simon and Simon on it?

I remember it a little.

"We have to establish a little give and take" IRS guy
"Already done. I give."Lottery guy
"Oh, and I take, right?"IRS guy again.
