what do they mean?

it means that they just learned the word themselves, and have been dying to use it on someone, preferably on someone who didn't fit their narrow, ignorant perception of how an upstanding, god-fearing, christian, well-groomed, conservative citizen should be.

they should all be effin pistol-whipped, after which you should relax with some fried chicken with some white girls sportin gold teeth.

Ignorant is better than stupid. If you are ignorant, you just need to learn something - then you are no longer ignorant. If you are stupid, you can't change that.
