I want my two computers to have same name but different IP address and i can access contents of

Can't do it. They have to have different names, it's how the network tells them apart.

You can't have two computers with the same name, there will be a name conflict.

The two computers need to have two different names. The IP address must be different as well.

No, you can't do that. Each machine has to have a unique name on the network.

Nope, you can't, just tried it.

Unless you make them members of a different workgroup. Or not, haven't tried that.
