The Internet has very little to do with blaise communication.
Every aspect has significance.
BECAUSE all we can do is READ the words, we cannot percieve your intentions. BUT when you capitalize, it is generally understood that you are yelling. THAT, as you know is rude.
That is why we have adapted a number of icons and smiley faces etc, so we can convey feelings as well. SO, you actually CAN capitalize, but make sure to follow it with a :-) or some such thing so people do not think you are yelling or angry.

Because in bulletin boards and IM'ing and such, using all capital letters is seen as yelling, and it is annoying to most people.
