Here in Japan foreigners, especially the white and the black(not Asian people as Japanese are one of them) are looked at very well and they would pay much attention to them. So it may be true that the bigger a city is, the more there are foreign people, and Japanese people in cities are used to them. In my opinion, women in countrysides tend to get crush on them much easier.
Mind you, don't deceive Japanese women! lol

Alright. I will bestow on you my knowledge. Shinjuku south exit there's this store called Arta. All the women in there are gorgeous. Its 5 floors. I usually tell girls I'm looking for a gift for my sister or Japanese teachers. Picked up several girls from there. I met a lot of chicks via the internet free dating sites like www.gaijinfinder.com and had one night stands and a couple long term relationships.
I agree with the above answers regarding Shibuya Hachiko Roppongi and Gas Panic but you should definetely get off the main road in Roppongi as the hotter classier ones tend to congregate there.
And finally.....this does work.... there are many sex toy shops in Tokyo. So, what you do is you just chill out drinking coffee across the street of one, my suggestion is Akihabra or Shinjuku. The girls go in and they come out all giigly and horny then you go in for the kill. I've been quite successful with this.

If you are looking for just a one night stand, the best place to go around tokyo would be the roppongi district, as it has the wildest nightlife, I have never been there yet, but from what I understand the best pickup place would be the bar named 'gas panic' the stories from there are legendary, and one night stands are the norm there so no feelings will be hurt.
If you are looking for a long term relationship, I would avoid the club scene.

I assume you are either white or black. Just walk out your door in Japan, even the goofiest geek can get a woman in Japan. But be forewarmed, sometimes you may get more than you bargained for as many want a knight in shining armor to save them from Japanese society.
