People say that they are experiencing deja vu when they feel like they have already seen, dreamed or lived that same moment before. People also use the expression in a sarcastic way when something or someone (not surprisingly) repeats itself/does something over and over again.

the first one got it right:Already Seen in french

It's caused by a lapse inbetween the two halves of the brain. when one half experiences something and then something slows the transfer to the other side and it seems like you experience it again
I read about it in SC during the summer of hurricane charlie...was that 2 years ago or three?

It's french for "second sight", it refers to a feeling of familiarity, like for instance visiting a place for the first time and feeling like you've been there before.
