Just regular liquid detergent spilled over the top and leaked into the cracks along the front panel where the dryer controls are. I cleaned the soap off the best i could but, when i turned it on it made a funny noise while running and i'm afraid it cause a fire or something if i turn it on.

it is probably cause your controls to activate more than one cycle at a time ie. a short have someone come and clean the inside of your control panel out before further damage is done.

Not exactly sure what you mean by "on" the dryer. If you just spilled liquid detergent on top of the dryer just wipe it off and it shouldn't cause any problems at all. It will just clean off the top.

Depends on what type liquid you spilled and where it ran into dryer bleach is very crossive on electlical parts. if you think this is the case i defnitely would call repair service,before using.
