The simple answer is that every man knows what he likes, there is no patriarchal conspiracy. The claim that men control all of the ad agencies, beauty industry, and the rest is completely unfounded, and it wouldn't matter if women paid no attention to that stuff in the first place!
Your question is like asking why do people think they are qualified to make a comment on what kind of car they like, even though they aren't auto mechanics or designers? How do you explain why people have an opinion on anything, even things they aren't 'qualified' to have an opinion on? How do you even define 'qualified' in matters of opinion? I think maybe you meant to ask a different question, like:
Why do men, even unattractive men, think that they HAVE A RIGHT to make comments about women's looks?
In that case, I would answer that people are rude, whether men or women, about voicing their unrequested opinions on a variety of subjects, not just the appearance of a particular women. Be it politics or religion or fashion sense, people are arrogant and think the world thinks as highly of themselves as they do, and neither sex has a monopoly on that behavior.

Because unfortunately, we live in a patriarchal society, and men are the arbiters of what is considered "attractive." Think about it: men control most advertising agencies, most movie and tv studios, most cosmetic and fashion companies, etc. Ergo: men think that they have the right to comment about what women look like, as though it is their "right." Because, in a way, since they control media and popular culture, they have assumed the guardianship of "beauty." As for why unattractive men think they can make comments about women's looks... well, because men are used to controlling others, and making comments about women's appearance, they feel like that makes them qualified. But I wish they'd keep their yaps shut.

In his own mind, every man is an authority on a women's appearance.
Each man has clear ideas about how a woman's body should be proportioned; some go so far as to measure beauty by the inch and by the pound. It's ludicrous, when you think about it.
They all know the exact color a woman's hair should be, what she should...and shouldn't...wear, how tall she should be, even what color her nipples ought to be!
Here's the punchline. Any woman who fails to adhere to these physical ideals is judged NOT psychically deficient, but MORALLY deficient!
Examples: "Well, she had her hair all pinned up and had glasses, so I knew she was a bore."
"She's really thin, so she's really a great girl."
"Western women don't cover their hair, so you know they are all s1uts."
"Oh, redheads...they all have really bad tempers, I'd never date one."
"Oh, blondes...they're all stupid."
Feel free to add your own; I know you've heard this kind of nonsense, too...every woman has.

Depends on the context. Sometimes we just need a way to get a girl to notice us in order to talk to her and get to know her. Some guys think a sincere compliment about her eyes, hair, or smile is a good icebreaker. On the other hand, if a guy is giving a lady some grief about her looks, the only explanation I can give is that some guys are just jerks.

It's almost always to other men and it's as much a male bonding ritual as it is a critique. As far as qualifications it's not . it's merely one mans opinion to some of his peers
