You need to exfoliate and moisturize. Make a mixture of a pinch of brown sugar and a couple drops of honey and rub this into your lips. The brown sugar will remove dead skin cells and the honey attracts water and acts as a moisturizer. Plus, it's yummy!
Then put Vaseline on your lips while you sleep...yes, plain old Vaseline is the best heavy-duty lip moisturizer out there. I would stay away from anything containing peppermint oil as some of Burt's Bees products do because this can be irritating and drying.
During the day, you can use Vaseline or a lighter lip balm. C.O. Bigelow My Favorite Lip Balm in the tube is good (at B&B Works) as is Neutrogena's Honey Rescue and Blistex Lip Infusion.
I would exfoliate them good every other day and use the Vaseline every night, they should look great in a few days.

i have got the best solution! i havent had wrinkly, chapped lips since i discovered a product found at bath&body works stores. one of their product lines, C.O.Bigelow, has an exfoliating lip buffer. it's the consistency of a thick gloss, with tiny buffing grains to gently smooth away any flakiness or ridges you have. it also has peppermint oil in it, along with their other lip glosses, so it tastes good while it exfoliates. while you're in the store, pick up some lip plumper by Patricia Wexler. She's Oprah's dermatologist, and she's developed an anti-aging skin care line that b&bw carries, and her lip plumper not only gives you immediate plumping, but it's the only one that's anti-aging! after a couple weeks you'll notice the wrinkles in your lips gradually diminish, and your lips will look fuller and the edges more defined, even when you're not wearing the plumper. i work there and we get satisfied customers in there all the time saying it's the best plumper they've tried, and at half the price of others-who don't have lasting results, btw.

first, get a SOFT toothbrush. Lightly brush your lips with the wet toothbrush. Immediately after apply Burt's Bee's lip balm. (You can get it at Walgreen's by the skin care section). Use the lip balm several times daily and only brush every other day. Also, make sure to protect your face from the sun. That cam also cause issues with skin. Good Luck!

Apply vaseline two or three times a day.
Brush your lips - GENTLY- when you're brushing your teeth,morning and evening.
Apply a drop of honey under your lip balm as it has a moisturising effect.(the fancy term for this sort of ingredient is,a "humectant")
RUN FOR YOUR LIFE IF YOU SEE MENTHOL OR EUCALYPTUS ON THE LIST OF INGREDIENTS OF A LIP BALM.
Look for ingredients like shea butter,cocoa butter,and coconut oil in your lip balm,they smell yummy and soften the lips perfectly
Oh,and don't bite or lick your lips,that's the meanest thing you can do to them.

when you go to bed at night,after you brush your teeth, use a little Vaseline, when you wake up, then use lip gloss all day long, your lips will stay soft until you stop using the lip gloss, do this nightly
