I DRIVE A 2002 DODGE DAKOTA QUADCAB WITH A LIFT AND I ONLY GET POWER STEERING WHEN I AM ON THE GAS DRIVING BUT WHEN I HIT THE BRAKE OR COME TO A STOP IT TIGHTENS UP LEAVING NO POWER, WHAT'S WRONG?

It's possible that when you're accellerating there's proper tension in the belt that drives the power steering pump, and when you let off the gas the belt slakens enough to stop the brake pressure. The last answerer recommended checking the fluid and the belt. That'd be my recommendation too.

As everyone has suggested, check the fluid, and belt tension. When you are inspecting the belt tension, also inspect the belt for major wear marks, and cracks.
If all this checks out OK... heres a possible problem you may have.
You said your truck is lifted. Did this problem happen soon after the lift was done, or has it just started up all of a sudden?(ask yourself this)
Doing a lift will typically changes the geometry of the steering components.(it is typical to need an alignment job after a lift, especially suspension lifts). Your power steering pump may not have the power necessary to turn the wheels because something is binding up. But when you raise the motor rpm above idle, thus the hydraulic pressure in the power steering pump, you are able to push past whatever is binding up the steering components.
If this is the case, your on your way to breaking something in your steering system.
If you have not leaks, the belt and fluid look good, take it to a mechanic asap.

Belt is probably loose or worn and is slipping at low RPM. Tighten the belt or have it replaced to see if that helps. The reason it works w/foot on the gas is friction or the pump is going out.
