some files are like that, system files usually can't be defragmented, but others will be, now if your computer is stopping the process then ypu have a problem, I would recommend you post the exact phrasing of the error you're getting.

Defragment in Safe mode. Also, eliminate your page file before you defrag, and don't forget to put it back when you're done.

I experienced tat too... guess you are using win XP ritez... anyway... do you notice tat different files are represented by diff. colors... take note of the green ones... they are the system files and cannot be moved... maybe these files are fixed at a particular sector of the pc so they can't be rearrange or so be defrag...
