Without upgrading the processor or motherboard, there are a couple of things you can do to eek out more speed.
1) Install more memory (RAM) because this will allow the computer to process more commands simultaneously, which speeds up refreshing, drawing, and calculating.
2) If you're running low on disk space, then a larger drive or removing older files will help speed things up.
3) Defragging, cleaning out cookies, spyware, and temp files will all help to speed things up.

You could upgrade your computer by adding more RAM and memory...
but if you're looking for advice on how to make it load programs faster or just have better overall performance without any cost...
run disk cleanup
run disk defragmenter
download an adware removal program and get rid of all adware and malware.
run antivirus software
uninstall any programs and windows components you don't need but without damaging your computer
If you have a new computer, this stuff probly won't matter too much because new computers have huge amounts of RAM and HD space anyway. And if you want to make a new computer faster, good luck with that without spending an arm and a leg for the top of the line processors.
You could also reduce the amounts of programs (AOL, Quicktime, Realplayer, Music Match, etc) that run in the background as they take up RAM without you knowing.
Delete files in your windows temp folder over a week old.
Clear Internet Explorer's cache and cookies.
Wow I can't believe I typed all this. At least do some of this and make me feel better.

You can expand the RAM in your computer. Look up your computer by model number at this website. http://www.coastmemory.com
Then take care of your startup items. Go to the Start button and hit RUN. Then enter MSCONFIG and hit GO. Click on the Startup tab and UNCHECK most of those items, but leave your Antivirus program checked.
Keep your own Anti-virus up to date, and check the status regularly.
Get and update several Anti-spyware solutions. I use AD-AWARE and SpyBot Search & Destroy. I use the free versions from http://www.download.com Update and run these regularly. Especially IMMEDIATELY after an upexpected pop-up.
Download and install FireFox free from http://www.mozilla.com This is a browser that is safer to use than IE. Use this for general surfing and google searching. Only use IE when you MUST have IE, such as Windows Updates.
If you have Windows XP with SP2, activate the Windows firewall and check the status. If you don't, get Zone Alarm the free version from http://www.zonelabs.com
Take these steps to keep your computer ALIVE.

Drag it behind a car. It will go as fast as the car. If that doesn't work, throw it out of a plane. Terminal velocity is 120 mph. Good luck.
Actually, more memory tends to help with the computer speed. Delete some old files and try defragmenting your hard drive.

1st when booting ur comp. press F8
2nd press safe mode
3rd when finish booting press at the same time Ctrl Alt Del and theres a window that will appear then take a note of the things working
then restart ur comp and normal boot it then press Ctrl Alt Del again and then the ones that arent on the list that u took when u were on safe mode u end its process

Assuming you have never made any changes to it, the first place to work would be the memory. This is usually the cheapest and most essential upgrade to be done and will definitely increase speed.
