I would like to use a phone hooked to my pc and use it with our current cable phone service. How can I do that

The right way is to talk to your cable service. Most cable services offer voice over IP services in addition to their normal offerings, and their box has a backup conection to your normal phone line in case your cable is down.

I am familiar with Skype, but that's not quite to the stage where I would call it a telephone service yet.

well you can always buy a headset with usb connection and there's a free computer phone service called Skype and it will let you call people.
