Noooo. It's a Japanese horror film, remade poorly in America, as usual with remakes.
It's got interesting little bits of japanese folklore in it. For one, water is always a symbol of powerful emotions brought about by a woman. You see this in Japanese fairy tales and other stories, books, and movies. Also, in Japanese ghost stories, ghosts are always female and always evil. Some Japanese ghost movies are really scary. "Ringu", the Japanese "Ring", is very scary, or I thought so anyhow. The American one was OK but didn't have that heart-stopping thing.
Sorry, I like to rant about movies. ;-)

But of course....if you watch all of the credits at the end...it says it was based upon a true story in Japan...
