When you do talk to the attorney, ask them about the Full Faith and Credit Clause (Article IV) of the Constitution, and about whether your child support judgment is enforceable against the other parent by an Oklahoma court. Why bother with a bounty hunter when there are legal options available that are cheaper and safer.

If you have the money to hire a bounty hunter, why bother doing that when all you need to do is go to the courthouse and file the necessary paperwork to garnish this person's wages. If this person is such a deadbeat and has no job, you're SOL. You can't squeeze blood into money.
Every state has FREE LEGAL SERVICE ADVISORS to help people with the legal process. Go to the courthouse and ask for this paperwork and they'll give it to you for free (or they may charge a few dollors, not sure). 15 years legal experience under my belt. I have a real estate background, but I honestly think hiring a bounty hunter is too expensive when you can get the gratification yourself my going after this person and garnishing his wages.

If he has Jumped Bail, yes.
If he does not have a state warrant for his arrest however, that would be kidnapping. In the United States legal system, the 1873 U.S. Supreme Court case (Taylor v. Taintor, 16 Wall (83 U.S.) 366, 21 L.Ed. 287) established that the person into whose custody a person accused of a crime is remanded as part of the accused's bail has sweeping rights to recover that person. For this reason, most bounty hunters are employed by a bail bondsman: the bounty hunter is paid a portion of the bail the fugitive initially paid, since if the fugitive successfully eludes bail, the bondsman is responsible for the remainder of their bail, not the bounty hunter.

I don't think so. Ask the bounty hunter. They won't do it if they can't.
If he works you can enforce the judgment against his wages in any state. Just send a copy of the order to his employer. They have no choice but to comply. The relevant federal laws are titled the Child Support Recovery Act and the Full Faith and Credit for Child Support Orders Act. You should also take a look at the Uniform Interstate Family Support Act.

If there is a warrant issued for that person you can make the local police where that person lives aware of the outstanding warrant but Im not sure that type of warrant can be enforced in another state or just in the state that issued it.

It is only illegal when you get caught. God knows our screw up legal system will never do anything about it. Bounty hunters are a blessing, if only they could do what you described legally.
