Im not in Texas, but Sacramento was one of ther first five(?) cities they had reception in, so I think we should be a valid model on how reception in your city will be like.

Awfull. People in my town appreciate the low rates, but also have nicknamed MetroPCS GhettoPCS.
I don't know anyone in Sacramento who would say their reception is decent. As a matter of fact, I'm confident that if you randomly asked Sacramentans for the company with the worst cellular reception. 95-99% of them would say Metro.
