It depends on who is staring at me. Sometimes it does annoy me and I will discreetly give the Gazer the Finger. Usually I just ignore and hide behind my newspaper.
It probably bothers me because I feel like I'm being judged.

Yes, it is normal. I examine people all the time. Sometimes I give myself a question of the day. For example, 'what color underwear is she wearing?' or 'what does he do for a living?' or 'if she/he has a pet and if so what kind?'. It just keeps life interesting. I don't live in a city that has a subway, so I have no idea why that woman would have been so angry. I think she should have been honored or at least OK with it.

No its not annoying , Its one of the best study in the world.
Watching and examining people surrounding you , inspecting their behaviour , their attitudes, their likes and dislikes.
This study will help you in your entire life for judging and deciding about the peoples.
But before that introspect yourself, examine your own behaviour towards yourself and towards others.
Once I went on my journey to see bad peoples around but I didn't find anybody bad, when I introspect and introgate myself then I realize that I am the worst person on this planet.

Its not weird- most people like to watch people. I know I do! I have sketched people on the street, too. You just have to be VERY subtle! It might be kind of hard on the subway. If you are really interested in sletching someone, but are nervous, you *could* politely ask... but then they might think you're weird ;-)

It can be, more importantly dangerous if you encounter an individual with a aggressive personality. The real question is are you being judgmental of the people you are examining?

I understand looking at people and looking who's around you but as for the drawing and staring at them i can't stand it i have had someone draw me before and at the next stop even though it wasn't mine i got off and give him a dirty look, its very annoying

Well, I guess it would be disconcerting to look up and find someone staring at you and then realize they were sketching you without your permission. It would be even worse if the person doing the staring looked like some kind of freak.

If I saw a complete stranger drawing me, I'd be intrigued. Is it because they are attracted, or because I look interesting? It would probably be a good icebreaker to a new friendship.

I'm a people watcher too, and I think it's pretty common human behavior. As long as you're not rudely staring, but tactfully and curiously observing, then it shouldn't be a problem.
